    When I was in high school the speech teacher used to say that the President of the United States always had to read prepared speeches to prevent himself from making a mistake. Somewhere around the time of Carter or Reagan, (I think mainly because Reagan was so good at speaking off the cuff) that changed.
    Dubya is a prime example of why the rule existed before.
